The Wilmington Metropolitan Planning Organization (WMPO) seeks a highly organized and detail-oriented transportation engineer with excellent communication skills to perform the coordination and review of Traffic Impact Analysis' (TIAs); assist in the administration of the Federal Direct Attributable programs and coordination of selected projects; administration, planning, preliminary design and construction administration of major capital projects; and provide technical support to the Transportation Planning Division and the WMPO member jurisdictions.
The primary role of this position consists of coordinating and reviewing submitted Traffic Impact Analysis' (TIAs) with NCDOT and member jurisdictions. Includes coordinating and facilitating weekly TIA meetings, meeting agenda preparation and up-dates, ensuring TIA reviews/comments meet legislative mandated timelines, provide and distribute comments, coordination with developers and consulting Transportation Engineers, writing draft and final written scope and final approval letters, assist in reviewing submitted technical documents, tables, calculations and models; receive, distribute and review TIAs for technical correctness and completeness, maintaining and tracking digital and hardcopy TIA files.
Additional duties include:
Serving as representation for the WMPO on local government Technical Review Committees (TRC), Planning Boards, and City/Town Council, or County Commission meetings. Includes site plan reviews to ensure they meet WMPO, local government and NCDOT planning objectives.
Assisting in overseeing the implementation of the WMPO's Direct Attributable Programs.
Providing engineering, project management and construction administrative support as the Owners representative during design, bid and construction phases to consulting engineers, inspectors and contractors regarding project design, permitting and bidding, scheduling, project submittals, RFI's, payment applications, etc. This task includes office work, site visits and investigations.
Providing fiscal management of multiple capital projects, including the preparation of capital project applications; project justifications; grant applications; cost estimates; monitoring budgets; negotiating contract amendments with consulting engineers; and initiating change orders with construction contractors.
Serving on an as-needed basis, chairing public information meetings, pre-bid meetings, pre-construction meetings and progress meetings for capital project construction; representing the WMPO and local jurisdictions in meetings with regulatory agencies and responding to media inquiries; preparing public notices.
Assisting in updating the WMPO member jurisdiction Technical Standards and Specifications Manuals, resolving citizen concerns, and assessing damage during emergencies or as directed by the WMPO Executive Director.
Education: Bachelor's degree in Civil Engineering or a closely related field of study.
Experience: At least three (3) years of Transportation Engineering or closely related field, construction management and/or project management experience.
Other Requirements: Engineering Intern (EI) or Professional Engineer (PE), State of North Carolina Driver's License.
