Assist in planning and implementation of the Parking & Transportation Services (PTS) capital projects and annual maintenance and repair projects. This includes every stage of delivery (project scope, concept design, final design, cost estimates, bidding/request for proposal, construction, partial payments and closeout).
Act as primary liaison with PTS, design team, and contractors/vendors.
Responsible for planning, monitoring and reporting on project budget vs spending.
Coordinate and plan activities to ensure project schedule are maintained to meet appropriate completion deadlines.
Ensure that University and departmental policies, processes, labor contracts and guidelines are followed, including compliance with safety/code and reporting requirements.
Coordinate and participate in the selection of product and construction delivery method and team. Responsible for contract administration and enforcement.
Oversee contractor compliance to project design, plans, specifications and construction safety procedures. Ensure project design, plans, specifications, and assessments are appropriate and meet the needs/criteria of the department. Coordinate with parking operations, University staff and outside vendors/contractors to assess various parking systems and implement PTS projects.
Coordinate facility access and revenue control system design and operations with parking operations, and outside vendors/contractors.
Coordinate/Communicate with customers and/or internal staff about planned projects to minimize system downtime, tenant complaints, and negative financial impacts.
Manage UMN bridge inspection program and update bridge inspection data in UMN GIS system for all bridges on UMN campus.
Manage the comprehensive maintenance of UMN asphalt surfaces including streets, parking lots and trails.
Manage the re-striping of UMN parking facilities and streets as directed.
20% Customer Service
Serve as single point of contact for projects involving PTS, FM district coordinators, consultants, vendors and other university departments to ensure project requirements are meeting or exceeding expectations.
Provide consistent, timely, and reliable communications between PTS and all project stakeholders, professional service providers, university personnel and contractors to ensure that the projects are thoroughly documented and understood.
Assist in implementing event management plan for UMN large scale events at TCF Bank Stadium
Provide excellent customer service to meet client needs and University standards.
20 % Campus Infrastructure Coordination
Serve as the departmental representative and plan reviewer for non-PTS lead projects with Capital Planning and Project Management and Facilities Management departments.
5 % Facility Management
Oversee Transportation and Safety Building improvements on PTS third floor (main administrative offices), including HVAC, plumbing, lighting, and furnishing systems and utilities.
Coordinate with customers and minimize system downtime, tenant complaints, and negative financial impacts.
Serve as PTS Departmental Space Coordinator.
5 % Reports
Prepare and submit various timely reports that represent the activity, cost, and status of projects. All reports should meet deadlines and be professionally formatted. Develop new reports are when appropriate.
Assist in yearly facility capital budgeting.
5 % Other Duties as assigned
Work is performed in both an office and field environment. Position requires the strength and agility to lift 30 pounds of frequently and 50 pounds occasionally.
Six (6) years of professional experience in project management, project design and/or construction, budgetary, operational or a similar program.
Parking facility design experience, including knowledge of laws, codes, and regulations related to parking structures/facilities.
Knowledge of parking revenue control systems.
Knowledge of construction principles and practices; project budgeting principles; project delivery principles and practices.
Ability to read and interpret construction drawings.
Construction Management degree or Civil Engineering degree with structural emphasis.
Ability to lead, manage and direct the activities of others toward the accomplishment of goals and objectives.
Ability to work effectively with a diverse work force and a diverse customer base.
Excellent oral and written communication skills.
Proficiency with Microsoft office suite.
Experience using AutoCAD software.
Experience using Bluebeam software.
Knowledge of and experience with University policies, systems and procedures.
Knowledge of and experience with University design standards and construction management processes and procedures.
Knowledge of and experience with ADA requirements for parking and transportation system projects.
