This is highly responsible administrative and professional work directing professional and non-professional staff in the development design, construction and operation of municipal projects. The work involves managing activities related to planning, design, construction and maintenance of the City's infrastructure system. Work is performed under administrative direction.
Manage staff in the development design and construction of municipal projects under the Capital Improvements Engineering division.
Develop and recommend long range planning, goal setting, and Capital Improvement work programs.
Deliver design and construction projects on time and on budget. Interpret contracts and minimize change orders.
Direct activities for implementation of the City's Capital Improvement Program including consultant selection, contract negotiations and project management.
Provide guidance in updating the City's Comprehensive Plan elements related to Transportation, Public Facilities, Coastal Management and Capital Improvement.
Provide technical service for the City Manager and other department heads. Perform office administration and supervision.
Meet with citizens, community groups, regulatory officials and may appear before City Boards and City Commission.
Responsible for in-house infrastructure designs.
Graduation from an accredited four year college or university with a Bachelor's Degree in Civil Engineering or a related field. Six years of related engineering experience, including a minimum of three years as a registered engineer in a progressively responsible position associated with public works and capital improvement project management. Registration as a Florida Professional Engineer, or the ability to obtain Florida Professional Engineer certification within six months of hire.
Knowledge of management practices; public administration; and civil engineering. Ability to manage people, resolve technical and personnel problems and communicate effectively both orally and in writing. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience.
