The Traffic Engineer provides management and operational organization for Traffic Engineering division staff in the completion of the duties and responsibilities of the division. Performs professional level traffic engineering duties including, but not limited to, planning, designing, and managing of the traffic control systems, operations of computerized traffic signal systems, and recommends solutions and changes as necessary.

Essential Duties & Responsibilities Participates as a member of the department's management team. Contributes to the development and implementation of departmental goals, objectives, policies, procedures, and service standards. Provides supervision, management oversight and leadership to supervisory and operational personnel. Assigns and plans work of others. Establishes performance standards, coordinates activities and allocates personnel. Makes recommendations related to staffing, performance evaluations, salary increases, and training. Ensures compliance with applicable personnel guidelines and employment law. Develops vision and undertakes long-term planning to identify required levels of service, resource needs, and strategy for effectively delivering services of the division. Prepares work programs to meet expected levels of service. Prepares the Traffic Engineering division budget, monitors expenditures, and ensures compliance of approved budget. Plans, coordinates, and directs the activities of the traffic engineering division, which includes all responsibility related to the planning, design, operation, and maintenance of the City's traffic control systems, including the ITS devices, fiber optic communications, identifies grant opportunities, including scoping and grant procurement as appropriate. Manages the operation of the City's computerized traffic signal system including: the development and implementation of new signal timing plans, and directing signal system construction and modifications to ensure the safe and efficient flow of traffic. Oversees the City's signing and striping program. Participates in discussions of major development issues, Capital Improvement Projects, and transportation planning; conducts and oversees traffic engineering's review of development applications, conducts and evaluates traffic impact studies to ensure conformance with City and transportation rules and guidelines. Manages traffic engineering studies, including analysis, evaluation, recommendation, and implementation; assists in neighborhood traffic mitigation improvements. Provides technical information and support to the Director, participates in meetings with other City Departments, and the Englewood Transportation Advisory Committee. Testifies in court or at legal proceedings on traffic engineering matters. Represents the City on regional transportation planning efforts to improve major facilities and to develop strategies that will improve the operations of both the regional and local transportation networks. Coordinates transportation planning, and CIP planning activities with outside agencies such as DRCOG, CDOT and others in collaboration with the Engineering and Street Operations divisions. Serves as the City liaison on transportation issues; serves as the City's representative in professional transportation organizations. Performs public relations duties, responds to traffic concerns and issues, determines and recommends appropriate resolutions to maintain positive community/customer relations.
