Leidos is seeking a Deputy Program Manager – Transportation Operations to provide technical leadership and project management to multiple projects related to transportation systems management and operations, intelligent transportation systems, and/or connected vehicles. The successful candidate will serve as the Deputy Program Manager for the a program of 30+ projects for the U.S. Department of Transportation (U.S. DOT) Federal Highway Administration’s Office of Operations. The program aims to reduce highway congestion through better operation of the highway network. The program areas help broaden the focus and activities of transportation organizations by developing and implementing programs, training, and tools to support this goal. PRIMARY RESPONSIBILITIES: The Deputy Program Manager will support the Program Manager by working with project managers, clients, and program staff to support the successful execution of the projects by tracking program budgets, schedules, and resource allocation. The Deputy Program Manager will also be responsible for leading proposals under the operations program including proposal team management, writing, reviewing content from other proposal team members, developing work breakdown structures, and estimating level of effort. The Deputy Program Manager will provide technical leadership and project management to multiple projects related to transportation operations, intelligent transportation systems, and/or connected vehicles. The Deputy Program Manager will manage the project budget, schedule, Federal client interactions, and deliverable quality. The Deputy Program Manager will oversee and direct work performed by subcontractors and other project staff to meet project objectives. Projects range in size from approximately $50,000 to $3 million. The Deputy Program Manager will develop new business in the transportation operations area and maintain existing client engagement. In addition to managing projects, the Deputy Program Manager will perform technical work and develop deliverables. This may include development of guidebooks, white papers, workshops, and brochures for State departments of transportation and metropolitan planning organizations on effective approaches to manage and operate the transportation system transportation. Work is focused primarily on projects in transportation operations, but there may be opportunities in transportation safety and freight as well. The Deputy Program Manager is expected to work on a full time basis. It is preferred that the candidate to work out of the Leidos office in Reston, VA but telecommuting may be considered. The role requires some travel to within the US to lead meetings, including meeting preparation and facilitation, writing meeting proceedings reports, and leading web-conferences and webinars. Typical job functions include: • Leading meetings with project staff and clients • Developing analytical solutions to client’s research objectives • Providing technical guidance to a small to mid-sized project team • Reviewing project deliverables (reports, software, etc.) and directing revisions • Leading preparation of proposals • Writing technical reports/system engineering documentation Telecommuting is an option however location preference is Reston, VA.

The candidate will have at least 8 years of experience in project management and transportation operations. This position requires expertise in the area of transportation operations. A Bachelor’s degree is required, preferably in Civil Engineering (focus in Transportation is a plus), Systems Engineering, or Computer Science. Candidate must have both excellent analytic and quantitative skills as well as superb verbal and written communication skills. Candidate must be fluent with Microsoft Office tools/programs, especially Word, PowerPoint, and Excel. Candidate must show demonstrated project management experience ideally for Federal government projects. ADDITIONAL DESIRED QUALIFICATIONS: • Master’s degree in in Civil Engineering (focus in Transportation is a plus), Systems Engineering, or Computer Science. Other disciplines will be considered. • Work experience in a consulting environment. • Detailed knowledge of U.S. Department of Transportation’s Federal Highway Administration’s Operations Program. • Detail-oriented, self-motivated, highly organized, and strong ability to multi-task and meet deadlines. • Ability to conduct statistical analyses and design program evaluations. • Active Project Manager Professional (PMP) certification. • Knowledge of transportation organizational processes, transportation data use within traffic management centers, integrated corridor management, systems engineering principles, connected vehicles, and prior experience in research and consulting is ideal.
Requires BS and 4 – 8 years of prior relevant experience or Masters with 2 – 6 years of prior relevant experience. |
